As the collaborator has suggested, I did.

As the collaborator has suggested that I shouldn't start with 'SublimeText', so I removed my package and renamed it to 'LanguagePortuguese'.

Add Sublime Text 2 version

Use tags instead of branch

Restrict the required Sublime Text version to "build 3103".

This is to match the recent project rename.
